A gang of counterfeiters wants to make Hong Kong their new territory. The disgraced leader of the special unit must team up with a group of Hong Kong police officers to stop the dirty business of crime boss Han Tin Lung. But Han not only has to contend with police interference, but also with his Japanese ally Kimura, who is dissatisfied with his share of the counterfeiting operation and tries to win over Donna (a relative of Han) to take over Han's business. Both the police and the criminals are highly trained martial artists and have the chance to prove who has the best kung fu techniques.
