A gang of counterfeiters wants to make Hong Kong their new territory. The disgraced leader of the special unit must team up with a group of Hong Kong police officers to stop the dirty dealings of crime boss Han Tin Lung. But Han not only has to contend with police interference, but also with his Japanese ally Kimura, who is dissatisfied with his "share" in the counterfeiting business and is trying to win Donna (a relative of Han) over to make Han's business his own. Both the police officers and the criminals are well-trained martial artists and have the chance to prove who has the best kung fu techniques.
