Every year, the Chincoteague Fire Department rounds up the wild ponies from Assateague Island and then auctions off the foals and yearlings to reduce the herd. A young brother and sister, Paul and Maureen Beebe, have their sights set on owning a particular wild three-year-old pony, The Phantom. However, they'll have to earn the money first; The Phantom must be captured at the roundup (which she never did), and then they'll have to outbid everyone else at the auction to win her. And even The Phantom herself has a surprise for Paul and Maureen: a foal named Misty.
