The film begins after the British victory in the first Opium War and the capture of Hong Kong. Although the island is largely uninhabited and the terrain inhospitable, it has a large harbor that both the British government and various trading companies believe will be useful for importing goods for trade on the Chinese mainland, an extremely lucrative market.
