Violence rages through the city on VHS tape

A detective, fed up with the rampant crime and violence in his city and constantly clashing with his superiors, is eventually dismissed from the force for a "questionable" shooting of a brutal criminal. Soon after, however, he is approached by a representative of a group of citizens who are themselves tired of what they believe to be criminals going unpunished, and they make him an offer he can hardly refuse.
