A fleet of Martian spacecraft is orbiting the world's major cities, and all of humanity waits with bated breath to see if the extraterrestrial visitors have come "in peace," as they claim. US President James Dale receives assurances from science professor Donald Kessler that the Martians' mission is benevolent. However, when a peaceful exchange ends in the complete annihilation of the US Congress, the military calls for a full-scale nuclear retaliation.
