In a dystopian future, the Israeli army is keeping the population in check due to a water shortage. But Saul Jordan, an activist journalist, discovers that this is a fabrication and, with the help of a Palestinian vagrant, tries to spread the word about a small radio station improvised in the desert and inspire his fellow countrymen to resistance and the fight for freedom. Wanted throughout the country, the two take hostage an army colonel and his staff, including the sexy Liora (Alessandra Mussolini).
