Ma Wing Jing and his older brother Ma Tai Chueng arrive in Shanghai at the end of the Qin Dynasty, hoping to make their fortune. Wing Jing befriends a powerful gangster and receives his nightclub in exchange for saving Tam Sei's life. Unfortunately, another gangster has his sights set on the territory. Corruption and violence rule the streets, and Wing Jing and Tam Sei must fight not only against rival gangs but also against corrupt police officers.
